Parliament of Ghana Parliament of Ghana

The seventh parliament of the Fourth Republic of Ghana meets today, Wednesday 6. January 2021, at noon, the President of Parliament, Professor Aaron Michael Okuaye…

The Speaker then sinusely adjourned Parliament, which means that Parliament is adjourned without a day to reappear or reconvene, but Members are expected to return to withdraw from the Seventh Parliament.

The eighth parliament would be formed in a few moments, but in the absence of a speaker like the current president, Professor Okuaye, like the other previous speakers, would have to leave his seat with the dissolution of the outgoing parliament.

In the absence of the President, the parliamentary secretary and the current senior advisor to the President, Mr Cyril Kwabena Oteng Nsia, will preside for these few minutes.

Article 95 of the Ghanaian constitution of 1992 provides for the election of a president from among the members of the parliament (parliamentarians) or persons entitled to membership of the parliament.

The main candidates for the post of Speaker of the Parliament of the Fourth Republic, to be held after midnight tonight, 6 January 2021, will begin with the outgoing President, Reverend Oquaye, and the outgoing second Vice-President, Alban Sumana Kingsford Bagbin, who is the longest-serving Member of Parliament but has not sought re-election in the 2020 elections.

If he is re-elected, Professor Oquaye will be the second speaker after the late justice Daniel Francis Quape Annan, who was elected for a second time.

The new House will also elect a First and Second Deputy Speaker to preside in the absence of the Speaker.

On the 7th, at 12:01 in the morning. In January 2021, the elected members of the 8th Congress will meet. Parliament to elect one speaker and two deputy speakers in accordance with the Rules of Procedure 95, 96 and 100(2).

Two Vice-Presidents shall be elected by Members from among the ranks of Members of Parliament. The two Vice-Presidents may not be representatives of the same political party.

In the meantime, election commission officials arrived at the House of Representatives with election material for the election of the President and Deputy President in accordance with Articles 95 and 96 of the 1992 Constitution of Ghana and the Parliament’s eight and nine Permanent Representation Orders.

In his closing remarks for the closure of the House of Representatives, President Okuaye acknowledged the contributions of several personalities who helped the Seventh Parliament.

One of the events was the adoption of 209 draft laws, which the President described as unprecedented in the work of the parliaments of the Fourth Republic.

The spokesman warned against rash statements.

He said he had the honorable privilege of being the president of the seventh Parliament. Majority leader Osei Kyei-Mensah Bonsu deplored the departure of some experienced members of the House and advised the political parties to take steps to ensure that the experienced members stay in the House.

It will be extremely difficult to replace these people with a monumental industry, said the majority leader.

He described the outgoing parliament, which passed a half-hour postponement motion and the adoption of a private member’s very first bill – the road traffic law amendment bill – as a decisive parliament.

Minority leader Haruna Iddrisu praised the House of Representatives for the adoption of the law on vigilance by the special prosecutor’s office, but wondered why those mentioned in reports of politically motivated violence remain unpunished.
Corruption and bribery are still rampant in Ghana, he said.

Welcome to Parliament, where we are 137, said the leader of the minority, with a clear reference to the next Parliament, which may have a narrow majority.
He advised President Nane Addo Dankwa Akufo-Addo to reduce the size of the next government, arguing that the large size of the government has negative economic consequences.
